In Sacramento and Yolo Counties [California] we have been using the same approach. While we do not have WNV in California yet (absent the one Los Angeles case) we are using this approach to notify our residents on what they can do to help minimize mosquitoes in their own backyards.

Subject: Innovative Distribution Approach of West Nile Virus Pest Alert
I have learned of an interesting approach to distribute copies of the
National Pest Alert for West Nile Virus. Stu Ellis, University of
Illinois Extension Unit Leader and city of Decatur officials will be
inserting copies of the pest alert in residents' water bills and in
local newspapers. To date, we have distributed over 150,000 copies
of the pest alert through University Extension programs and public
health departments in the U.S. Using the city of Decatur's approach,
Stu estimates distribution of 35,000 pest alerts within the next 4-6
weeks. The city's goal is to distribute a copy to every residence in
the area. We will reprint the 2003 WNV pest alert to meet additional
needs. Please share this information with others in your state. If
you are interested in ordering copies of the WNV pest alert, please
forward your requests to me by Friday, April 25, 2003. They are
available at a cost of $50.00 per 1,000. I have attached the 2003
version of the pest alert for your review. If you have any
